The 2026 AGC outlook, which surveyed contractors across 49 states between November 4 and December 15, 2025, is the clearest read available on where 2027 demand is heading. It splits the market cleanly.

Growing: data centers led every segment, followed by power projects, non-hospital healthcare such as clinics and labs, hospitals, water and sewer, and manufacturing. Shrinking: retail scored the worst, then private office and lodging. In plain terms, far more contractors expect a data center or a substation to break ground than a mall or an office tower.

Hiring plans track that split. Sixty-three percent of contractors told AGC they expect to add people, and that momentum carries straight into 2027. The same pressure that created a data center hiring crisis in a handful of states is now spreading to every market with a power or healthcare backlog.

The clearest squeeze is on MEP leaders. Mechanical, electrical, and plumbing is the long-lead, high-risk scope on every data center, hospital, and power job, and there are not enough project managers and superintendents who have actually run it. Field leadership is just as tight.
