Preconstruction Manager / Estimator – Federal / Government Projects | Upstate New York

A growing Upstate New York General Contractor is seeking a Preconstruction Manager / Estimator with experience in federal renovation projects.

This company specializes in multi-trade renovations in occupied environments, including government buildings, hospitals, nursing homes, schools and commercial facilities. With almost $30M in annual revenue and HUBZone certification, they have a strong pipeline of federal and public-sector work.

This is not a back-office estimating role. You will operate as a Preconstruction Manager, owning the front end of projects while also having the ability to step in and run a project if needed.

What You’ll Do

  • Lead preconstruction and estimating efforts for federal and government projects
  • Prepare and manage detailed estimates, budgets, and bid packages
  • Handle federal bid requirements, documentation, and compliance
  • Coordinate with subcontractors and vendors for pricing and scope coverage
  • Review drawings, specifications, and project requirements
  • Support value engineering and cost optimization strategies
  • Step into a Project Manager role when needed to support project execution

Must-Have Experience 

  • Experience estimating or managing government / federal construction projects
  • Experience with multi-trade scopes 
  • Strong understanding of government bid processes and documentation
  • Ability to manage both preconstruction and project execution responsibilities
  • Strong communication and organizational skills
