The funding will help create 180 manufacturing jobs in Saginaw County. In addition to these permanent jobs, the project will also generate construction work as the new facility will produce hyper-pure polysilicon, a critical material used in electronics, solar panels, and other advanced technologies.
A Nationwide Initiative
Commerce Secretary Gina Raimondo explained in a call with reporters that the funding comes from the CHIPS and Science Act, which President Joe Biden signed into law in 2022. This initiative is part of a broader industrial strategy backed by Vice President Kamala Harris.
“The CHIPS Act isn’t just about building a few factories—it’s about revitalizing America’s semiconductor industry with American workers,” Raimondo said. “This is all part of the vision laid out by the Biden-Harris administration.”
A senior administration official emphasized that the timing of the announcement was driven by the length of the grant negotiation process, not by political motivations. The official, who requested anonymity, stated that construction on the site will begin in 2026, with production expected to start in 2028.
The Gameplan
The economic benefits of the CHIPS and Science Act extend beyond job creation. By investing in domestic semiconductor manufacturing, the program aims to strengthen the U.S. supply chain, reduce dependence on foreign production, and enhance national security.
Job Creation and Economic Impact
This project is expected to expand the economy in many ways, including:
- 180 permanent manufacturing jobs
- A $40 million contribution from the Make It in Michigan Competitiveness Fund
- Additional partnership support from the Michigan Economic Development Corporation
Strategic Importance
HSC holds a unique position in the semiconductor industry:
- It is the only U.S.-based manufacturer of hyper-pure polysilicon
- One of just five companies globally producing polysilicon at the purity level needed for leading-edge semiconductors
The production of advanced materials like polysilicon could help lower costs for emerging industries, including renewable energy and electric vehicles, driving innovation and long-term economic growth in the U.S. These investments are seen as essential to maintaining global competitiveness in critical technologies.
Final Thoughts
By leveraging the CHIPS and Science Act, the program not only supports job creation in Michigan but also contributes to the broader goal of securing the U.S. as a leader in the global semiconductor and clean energy sectors. As the country faces increasing competition from abroad, such investments promise to bolster economic resilience, foster innovation, and enhance national security, all while providing a tangible benefit to local communities and workers across the nation.
