Specialty materials manufacturer Corning has announced plans to invest up to $900 million to build a solar component manufacturing plant in Richland Township, Michigan. This initiative, unveiled by the Michigan Economic Development Corporation on February 27, 2024, underscores Michigan’s growing commitment to clean energy and sustainable technology.

Facility Details and Economic Impact

The new 1-million-square-foot facility, operated by Corning’s subsidiary Solar Technology, is expected to create over 1,100 jobs by 2028. The Michigan Strategic Fund has approved more than $109.3 million in state incentives to support this project. The funding package includes:

  • $68 million for workforce development grants
  • $12.3 million for manufacturing property incentives (15-year State Essential Services Assessment Exemption)
  • $29 million for public infrastructure, road improvements, and other related expenses

In addition, Richland Township will provide a 12-year property tax abatement on the factory’s estimated value of $375 million. The jobs at this facility will offer top wages. The overall average wage at the facility is expected to be over $30 per hour.

The Growing Demand for Solar Energy

This significant investment by Corning is a response to the increasing demand for solar energy in the United States. In Q3 of 2023, the U.S. solar market installed 6.5 gigawatts of direct current capacity, representing a 35% year-over-year increase. This project is part of Michigan’s broader effort to attract clean energy investments. The state’s clean energy businesses added approximately 5,400 workers in 2022, bringing the total to 123,983, or about 2.5% of the state’s labor force.

Strategic Location and Industry Synergy

The new Corning facility will be strategically located next to Hemlock Semiconductor, forming a semiconductor and solar hub in the region. This placement leverages Corning’s existing capabilities in materials science and its significant ownership stake in Hemlock Semiconductor, the largest U.S. manufacturer of hyperpure polysilicon used in semiconductors and solar panels.

Michigan’s Green Energy Initiative

Michigan is making concerted efforts to attract clean energy initiatives. For example, in August 2023, Plastic Omnium New Energies announced plans to build a state-of-the-art facility in Grand Blanc Township. This plant will focus on developing advanced hydrogen storage systems for medium and heavy-duty zero-emissions vehicles.

According to the 2023 Clean Jobs America Report, Michigan’s clean energy sector significantly expanded in 2022, adding over 5,400 new jobs. This growth positions Michigan as a leading state in the Midwest for clean energy employment. The World Resources Institute forecasts that Michigan could generate an additional 41,000 jobs by 2040 through expanding electric vehicle manufacturing and developing renewable energy sources such as solar and wind.

Leveraging High-Tech Talent

Michigan boasts a strong pool of high-tech talent, with a leading concentration of engineering professionals and commercial and industrial designers. The state ranks among the top ten in the U.S. for its semiconductor workforce, STEM degree completions, and overall tech talent pipeline. Additionally, Michigan is home to over 20% of the nation’s manufacturing workforce, including a diverse and highly skilled group of tradespeople.

Final Thoughts

As Michigan continues to advance in the clean energy sector, its commitment to innovation and sustainable growth is evident. The state’s expanding workforce in clean energy and its prominent position in high-tech talent and manufacturing highlight its potential to become a key player in the future of sustainable technology. With promising projections for job creation and advancements in the electric vehicle and renewable energy industries, Michigan is poised to lead the clean energy transition and set a benchmark for other states in fostering a greener, more sustainable future.
